British investment surge in Ukraine to strengthen security and prosperity

 

The UK has announced a major new package of support for Ukraine, combining immediate assistance with long-term recovery plans.

At the 2025 Ukraine Recovery Conference (URC) in Rome, the UK and Ukraine signed a historic agreement for the supply of over 5,000 Thales Air Defence missiles. Backed by a £2.5 billion, 19-year financing guarantee, the deal will create 200 new jobs and safeguard 700 more at Thales’ Belfast facility. The missiles will boost Ukraine’s defence against Russia’s ongoing invasion while strengthening the UK defence industry.

Deputy Prime Minister Angela Rayner and Minister for Exports Gareth Thomas signed the agreement on behalf of the UK government. Alongside the deal, the UK confirmed up to £283 million in bilateral assistance for 2025–2026, supporting Ukraine’s humanitarian, energy, stabilisation, recovery, and reconstruction needs.

“This announcement underlines our commitment to Ukraine – protecting them from attacks while supporting the rebuilding of their nation,” said Rayner. “It will also create skilled jobs in the UK and strengthen our international partnerships.”

Other key commitments announced at URC include:

- Governance & Reform: £10.5 million for rule of law, justice, and anti-corruption measures; £1 million to support Ukraine’s green transition and energy reforms.

- Agriculture & Food Security: British International Investment will provide €30 million to Ukrainian agribusiness MHP, safeguarding jobs and boosting resilience in the food sector.

- Investment Insurance: UK endorsement of Ukraine’s new business insurance agreement to reduce risk for foreign investors.

The UK has now committed a total of £18.3 billion in support to Ukraine since the start of Russia’s full-scale invasion, including £13 billion in military aid and £5.3 billion in non-military assistance.
